Temp absolutely matters for spoilage rates. Colder temps = less spoilage. The only thing a cellar does is make the maximum temp 5C with regard to food spoilage, so if it's close to 5C outside, you won't see much benefit. And if it's even colder outside, there will be no benefit at all, though I don't believe it'll be worse either.
