Turning Whitelist Mode Off Doesn't Work

I bought a server and used the commands to turn whitelistmode off so that friends can join but when they attempt to join they are met with a message telling them that only whitelisted players can join. I've tried whitelisting them individually and they still get the same message. What is going on? Why is multiplayer so difficult to get working in this game?

I have a similar problem with my hosted server - whitelist settings are disabled everywhere and yet I still can't access my server

Also facing this issue. There is seemingly no documentation on manually adding players to the whitelist json.

Are you guys using the command line in game, or editing the serverconfig.json manually?

I was tricked by the serverconfig file because the whitelist true/false turns out to be deprecated. You need to set the whitelist mode to "1" for off or "2" for on.
