Constant stutters (I have already followed the steps of the "Potential fix for stuttering (Nvidia cards)")

I continue to manipulate my settings in both my game and my Nvidia control panel but the stuttering continues 

I would love to know if anyone else is struggling with this and if so do you guys have any tips?

 

my specs are 

CPU: AMD Ryzen & 5800X

GPU: NVIDIA Geforce RTX 3070

RAM: Corsair CMW32GX4M2D3600c18 DDRa x2

MB: ASUS ROG STRIX B550-XE Gaming Wifi

Harddrive: Toshiba DT01ACA200 1.8TB
