Grow algae/grass, chop and place blocks of foliage and branched foliage

There is a lack of the ability to chop foliage and branched foliage from plants to then place it for the purpose of decorating the base. This also applies to grass and algae. Maybe add a mode for scissors, come up with a way to grow grass and algae for ponds.
