I probably spent way too long making this

 

I positioned the tools with the ".tfedit" command. I stood them up against a wall out of frame, then moved their position all the way to the site. Then all I had to do was rotate them into position. This doesn't keep them in place permanently, unless you make a patch to the tool transformations in a mod. For single screenshots like this though, it works well.
