Normal players and Lan players in one dedicated server

Unfortunately one of my friends has a genuinely awful router that doesn't have UPNP functionality, would it be possible in anyway to have LAN connections running in a bisect hosting dedicated server with other players that are normally connected? or is that simply impossible?
