I think its because technically we should not be able to just eat salted meat the way we do, too much salt for a living creature or maybe an oversight.
My guess is that Tyron and Team wants to implement soaking of salted meat to make it more edible again before it should be cooked.

Maybe we need to balance salt in the future to prevent how OP salted meat is in the future? Just running around eating from a stack of salted meat is sick and wrong.

You already make stews and such without water. I'd just assume the excess salt is being removed by soaking when you cook with salted meat, the detail is just not explicit in the game to avoid making things overly tedious. I also see "salted meat" as a proxy for a range of meat preservation methods...drying, cured sausages, etc. And you can certainly use these in pies...

Sure but this could change as well. Its really not hard to grab a Vessel and fill it or a barrel even, adding water to a pot would be a small step with all the things we can do for it.
