I do wish we could break down any metal tool back to nuggets using the hammer/chisel.
Unfortunately, only a few items can this, without mods. As for a mod that specifically lets you break down arrowheads.
There have been a few (Tiny Tweaks, Break down tools) though I dont know if any are updated or work.
