I know this is an old topic but I had this happen to me and I think I found the cause. I believe it has something to do with sleeping in a bed. I saved my game right after waking up from a bed, then came back to the game later. The time was stuck at 8.8 minutes per day no matter what I did. It was fixed by sleeping again. So I think there is a bug related to time speedup during sleep.
