I've just realized this could have been happening because I set "VerifyPlayerAuth": false, in serverconfig.json when authentication servers were down a few days ago. I ended up deleting the serverconfig.json I had so the game would generate a new one, and went through the new copy while comparing it to the old one, and that was one difference.
To summarize...
Turning off authentication will prevent the server from showing on the list of public servers persistently, as well as the non-empty public servers list here https://servers.vintagestory.at/
