I'm using quite a few mods, and almost certainly one is the culprit. I used the creative mode as the interim solution, but should probably figure out which mod it was eventually. Thank you for the prompt answer!!

I finished the Resonance Archives, went to to the treasure trader, went through the dialogues til he gets to the bit about the elk and to come back with a saddle and bridle. If i talk to him again, I can ask him for another letter to the lazaret, but nothing happens? He doesn't drop anything, nothing new appears in my inventory. Wondering if this is a bug or if I'm just not doing the steps in order?
