Friend not receiving return signal to join?

My friend had joined my game, then he had to leave and when he came to join back, he wasn't able to, it was telling him that the server would not return his signal or something like that. We both restarted our PCs and games and nothing worked so far. Help?

I've already looked at the wiki. Didn't help.

But supposedly this function is an option, being able to host a private game.

Even though I can start game, open to LAN, then open to online, my friend is saying they still can't join or find the game. So. What's the problem? Do I actually have to buy a server or can I host a private game?
