The game has mouse smoothing enabled by default. I disabled that, and although reduced, there is still noticeable smoothing. Is there any way to completely disable mouse smoothing?

I have a 6800XT, and I have the samme issue that you describe. FPS is all over the place, especially when exploring. Constant dips to fps as low as 10 or lower, ruining the experience. No matter the settings I use, it stutters.
