Hello,

I had the same problem with bugged textures.

After a loooong dive into different mods i think i found the solution.

in modinfo.json in "dependencies" is missing "survival": "". 

"dependencies": {
	"game": "1.21.0",
	"survival": ""
      },

once added, i no longer have any problems. 

2 mods were breaking the textures : reforged tools, and castaway. Two "content" mods.
But betterRuins, another content mod, was working. and in it's modinfo.json, "survival" is not present.
