i thought it was there by default due to the numerous Vintage Story app that were allowed on mine
but they changed the app name for the server app
for that you go into your settings > Firewall & Network protection > Allow an app through firewall >change settings > allow another app

btw you dont need upnp, its off on my router

This did not work for me, all the same issues I have it all allowed on both the client and dedicated for private and public.
