For anyone still having issues (like I just had) with the following error:
VintagestoryServer.dll is not running.
Error! User vintagestory could not start VintagestoryServer.dll! Please check /var/vintagestory/data/Logs.
It's possible your install is missing libicuXX, it was libicu76 specifically for my case (I'm sure other versions would work, too). I had done a minimal install of Debian so that package was missing. It's possible this is the case on other minimal distro installs as well. After installing the package it started right up.
I also had the issue of no logs in the data folder, making troubleshooting a guessing game. However, I came across some ways to troubleshoot dotnet, specifically this command gave me an error leading to the missing package:
dotnet VintagestoryServer.dll
If there's an issue, this should provide you with error messages to start troubleshooting. I did not need to adjust any permissions and followed the guide exactly.
Also, maybe it's just me, but I was a little confused on the dotnet install, and didn't realize you were supposed to run it specifically as the "vintagestory" user. Easy enough to fix though.
