wolves and respawn

If I kill all the wolves near my base will they just continue to respawn?

Yes, eventually.

About the only thing that will stop them from respawning nearby is for you to light the area.  Cutting down trees and clearing the forest and shrubs won't change the environment of the chunk from the values that make it valid for them to spawn there in runtime.  However, a number of animals do have a lighting-related spawn criteria that player-created light can affect.
