Can you manipulate rainfall?

the 2020 trailer says the game has this "self emergent biome tech", the trailer makes it seem like it's this dynamic biome thing where you can alter the biome itself by rearranjing stuff, like taking water and trees out to turn it into a desert, the wiki itself on biomes basicly just says they're based on the enviroment and not predetermined, so like could you change up the biome to get more rain, is this even in the game fr?

I'm not aware of that, but it might be true? I've seen forests return to farmland just by wiping out the trees, but I've never tried to convert a lush area into a desert.
