Though I cannot speak with any authority, I wonder if there are some technical constraints on this. I've noticed that the more zoomed out the map is, the longer it takes for the map to load. I'm betting the effect is exponential, and that simply allowing the map to zoom out more would lead to problematic loading times.

The solution therefore would be much more difficult to implement than simply changing a setting. They might have to implement some sort of map LOD system for very large ranges, similar to image compression. I couldn't even begin to imagine how that might be implemented though, cuz I don't have a phd in linear systems.

I too would like for the map to zoom out more. If there are performance problem tied to too many waypoints placed on the map we could have the map zoom out more and only show pinned waypoints instead of all of them. What if a player pins all of his waypoints? In that case show only a maximum of N waypoints around the center of the map to prevent it from freezing the game (if that is even a problem, I have currently hundreds and hundreds of waypoints and have no problems with the map).
