Mod that removes or at least lowers the low temporal stability sound?

Does anyone know of a mod that removes the droning sound that plays when at low temporal stability? The sound itself is tied to the 'effects sound level' slider not the ambient slider so I cant disable it that way as I lose nearly all important game audio. I just find the sound very annoying to listen to looping over and over.
