That depends largely, I believe, on if dotnet can compile natively on that architecture, and if so, the supported version is up to date. Apple is notorious for stubbornly refusing to play ball with anything not made or funded by themselves, up until they are all but forced to embrace it. It wouldn't suprise me if they don't support the runtime enviroment necessary for VS.

Not sure what tech VS uses overall, but .net has an apple silicon version. 
I really wouldn't like vs to just abandon support for apple silicon in two years
