Add bonus attributes to items?

Mapping out a mod pack i'm planning to build. One of the things I really want to make is tools that give bonus. For example chance for 1 extra seed when harvesting or extra piece of wood when grid crafting. not sure anyone has done this before. I think the wood bowl has a chance system.
