Fishing config: make fishing harder, easier, faster, or slower

I just published a new mod which makes all the timers and delays in vanilla fishing fully configurable. It also fixes several outstanding bugs in the vanilla functionality, so you can use it with the default settings to just have the correct intended vanilla behaviour.
