NPC Volume toggle when?

How long has it been since release and we don't have a simple slider for how loud NPCs are by default? and if you adjust ENTITY volume, it turns down every 'living' creature sound. 

I shouldnt have to go diving into reddit posts to find mods to fix this problem...
