Quern Bugs; Output Item Disappearing

I believe I found a bug concerning the quern!

Placing items into the Quern input slot while there is something in the output slot deletes whatever is in the output slot rather than dropping it or otherwise. (Tested with 5 Boney Soil in input; deleted 2 Lime in output.)

Does not occur when adding items to a stack (tested with bones; was able to add a bone to the input after one bone had been ground down, the bonemeal in the output remained. However, this did reset the grind time.)

Other Specifics: 
- Andesite Quern
- Connected to a windmill
- No blocks on any sides
- Version 1.13.4 (Stable)
