Bug - Seasons Turned off - Winter Season sill occurs ??

Good day,  

I have true winters turned off and seasons disabled, however I am experiencing cold winter climate showing ice on lakes and ponds (see below pictures).  Also, I see cold winds blowing and my view shows ice on my face and my character appears to be shivering.  

Is this the way its supposed to be with the settings I chose when creating my game?  Thanks
