flatpak guide: replacing flatpak version with 20.0

Sadly this wont work on my Steamdeck. The Flatpak files reside within the /root file tree. As a consequence, it is locked as read only until I can obtain Linux console god powers. -
As a Steam Deck user, I'm quite interested to see a guide in more detail for this. Flatpak works brilliantly on the deck but is currently only updated to the previous 1.19.8 version. I'm assuming we're referring the the Linux Version Zip file?
