VS Multiplayer will most likely be target as well. Any online community can be targeted.
However, that doesn't mean that they will allow anyone to manage age verification. It will simply not work, the risk for data leaks will be enormous. Especially for games targeted at kids. Forcing a random kids server to store pictures and personal data about kids will just beg for huge scandals.
So, the age verification will be done by third party companies. All that Games/Servers/Communities will need to do is to integrate with the age verification services.
Basically, before you allow someone on your server, you need to get a response from the third party.
Games like VS that have no gore, no violence/nudity etc could provide the integration themselves with the third party. Basically, get the user's age from the third party service, and based on that, show/hide servers marked as 18+.
As a server owner, you will have the legal obligation to mark your server as appropriate for children or not, and eventually also integrate with a third party.
But no, server owners will never be forced to do the age verification themselves. That will go in conflict with other laws regarding personal data handling.
I know that most politicians are not the brightest, but, there still are a few among them that can generally make the others see reason.
