Is there a way to move around an existing creature in Creative Mode or do you need to kill the old and place a new one? I am using the VC Village mod and i would like to move my Mayor to the center of my village but worried it will reset the quests if I spawn a new Mayor.

What factors do you consider when making your settlement? Do you build your base anywhere? Or are there specific biomes and/or resources that you prefer nearby?

If you use Better Traders mod they can still spawn without lore content. That's what i use in my Homo Sapiens game.
