The official VS servers from Anego do not support mods (i want to add "yet", but i do not know if they have plans for it).
If you need to run mods, you will have to chose some other hosting service.
The wiki has a list of server providers https://wiki.vintagestory.at/List_of_server_hosting_providers, but not all of them may support mods (you will have to get that info from the respective website).


When it comes to recommending something specific...

I am currently renting a VS server from Something Unique Hosting (it is on the aforementioned list), and i am very happy with everything.
The admin panel is comfortable and allows to do everything i can think of ever doing with the server...
Built in real-time server console, file browsing, file editing (with handy syntax hilighting for json/yaml files used for server/mod configs), backups, integrated mod installer, of course you can download/upload files via HTTP, you also have SFTP access.

They support many prior versions of the game, not just the latest (no idea why anybody would want to start a new "old" server, but i have limited imagination).
And they seem to be quick to adopt new versions of the game almost as they come out.
Server runs great and so far we have not experienced any outages (it has been only a month, but from what i saw around, this hosting provider is generally considered to be very, very reliable).

But do not rush your decision, hear from other people about other providers.
