For me, I was loading the pit kilns while holding down shift and control, to place the fire bricks more at a time. I was still holding shift and control and couldn't add grass; you need to hold only shift to start adding the grass (unless you swapped the sneak and sprint keybinds, then idk). Seems like the tooltip to turn the pile of bricks into a pit kiln doesn't show up until you add the first handful of grass.
