I have recently noticed that only rain extinguishes torches from above, and if you cover it it will stay on for the full 2 days and that when the rain is being blown sideways it still only extinguishes the torch when it isn't covered from the top, even when there is a six block tall wall blocking the rain. I haven't extensively tested this with the player character, but it seems to behave in the same way.

My suggestion therefore is to make it that if the rain is being blown sideways, it should be able to extinguish torchesn and wet the player character enve when they have a roof over them, so long as there isn't a wall shielding them, and that if in such a situation there is a wall (let's say the angle of the rain in this example is negligeble, and should be seen as coming in horizontally), but no roof, the torch would not get extinguished/the player wouldn't get wet
