Trouble changing worldconfig in already established world.

I've been running a server for a few days and it's been all well and fun, but somehow the lungcapacity worldconfig got set to it's minimum value and is staunchly refusing to change despite all the commands I've tried, I even tried updating it in the server config file and it'll say the value I've set it to, but doesn't actually despite me restarting.

does anyone know how to fix this?

and No, restarting the world is not an option, I am considering.

The Lung Capacity value you are changing only impacts new players.

little annoying that I have to set it individually for every player...

but that's hardly an issue, I tested and it works. Doesn't even ask for a restart too.
