Drifters should throw snowballs during the winter, especially the crippled ones

Only if said snowballs include rocks. The whole point of the throwing ability is to damage the player a bit at a distance and potentially knock them off of a vantage point, thus preventing the player from just avoiding the enemies by nerdpoling or otherwise sitting somewhere safe.
