Pretty cool mod so far, I love fishing and trapping in survival games. I agree that it seems a bit OP, but then again traps kinda are IRL if you think about it. If it isn't too unbalanced perhaps you could pan dirt for worms to bait your hooks? with a higher chance of getting one based on the soil fertility.
