Having the same issue as well. The room is identified as a cellar through the debug command as well as referencing the spoilage rates of the vessels inside. I get the meat fresh, put it on the rack, and it spoils after a few days without ever drying. The only thing I haven't tried is breaking the rack and putting it down again. Will update on results.
Update: Bug was solved by breaking the meat rack and placing it down *thumbs up*
