Hell yeah you can, I have thought of it a bunch already, you can do it just and Dragon Block C did it for Minecraft, the system for gaining "TP" training points for leveling up your skills, usually comes from fighting, minigames and missions. everytime you hit something you can gain an ammount of TP, you can use TP to up a specific skill to gain a higher, and more frequent ammounts. Eventually you unlock superforms.
I dont think someone need to release a full complete mod, just a Race with the Saiyan Features is a great start <3
