Spoiler Tobias tells you that he has been alive for something like 500 years, and has been experimenting with Jonas' devices, concepts, and blueprints, the long way around (because he doesn't have a mind like Jonas'). I think that you should be able to get Jonas-Tobias device/equipment blueprints and schematics from Tobias, and it would work as such: Tobias passively generates schematics, once every ~10 in-game years. However this process can be sped up by giving him Jonas parts harvested from ruins and rust creatures. At a rate of 1 year per 10 Jonas parts, 100 Jonas parts would guarantee you another blueprint (with one day between submitting the parts and the progress being made, to avoid getting a bunch of blueprints instantly).

It's a neat idea, but I don't think it really works that well in the long run. Ten years is a lot of time to pass in-game, and Jonas parts are quite rare. Most players probably won't play a world for that long, and definitely won't want to wait ten years per schematic. Likewise, I don't see a lot of players wanting to sacrifice Jonas parts to get a schematic that they will also likely need said Jonas parts to build in the first place. The other main reason I don't see this idea working long term is that blueprints seem directly tied to story events, which makes sense given that blueprints are for extremely uncommon, unconventional pieces of technology. It's more rewarding to retrieve this special stuff from completing adventures, rather than playing the waiting game and grinding out incredibly valuable parts. And I would expect to be seeing more blueprints to discover as more story pieces are added to the game. 1
