Snow Height Question

I was wondering if it’s possible to change in the base game how high snow can pile up during snow storms and winter? 
 

If it’s not possible in the base game, how hard would it be to create a mod that does this?

Right now, all you can do is turn it on or off by issuing command /worldConfig snowAccum (true/false)

Players often complain turning off Harsh Winters doesn't do anything.

All no snow collision or snow mods have been abandoned for months or over a year.
