with no mod, seems the stair will need to be replaced with a chisled version, mixed with the wood type, and an additional chiseled wood block on top of that for the railing?

detail is engaging, the crafting work, sometimes not so much 🙂

Yes, a chiselled block still has collision.

There are some odd rules for chiselled blocks pertaining to room detection that you will probably like to find out about, but for your current needs it will sort out your issue.

so in of it self, the chiseled facsimile won't block the same way.  and also why using beams becomes a poor choice in emulating a fence.

also kind of depends on what is desired to block.  goats and bears won't/can't climb over a single height fence, but to prevent entry with blocks, the blocks would need to be taller.

inventively, a fence post could be placed 1 block deep, on the side of the stair, so just the tip of the fence is sticking out from the ground, that would kinda of hide it, and still offer some stumble for things trying to climb over... the key word is invent along with some trial n error gl?
