The first question I have is, are you using mods? Those are a prime suspect when it comes to performance issues, especially if you're trying to run a lot of mods at once, mods that are outdated, or mods that add a lot of items/entities to the game.

about 30 yes
i am on the linux version and the gamer lags on startup for about 3 minutes too

Gotcha. Do you have a modlist to share? Most likely, it's a mod-related issue. Thirty isn't that many mods, but you could have some that are much more demanding on performance, and performance impacts are a lot more noticeable on weaker hardware as well. It's also possible that one of the mods could have a bug or two that is causing issues.

here is the modlist 
and my pc is pretty beefy overall so it shouldnt have many issues (it runs minecraft at 1080 60 stable with ~80 mods)

Right, but are you playing singleplayer or multiplayer? If you're playing multiplayer, and using your machine to host the game, you may run into performance issues when running a lot of mods with other players.

Otherwise, I would check to make sure your mods are up to date, or otherwise known to work correctly on the recent game version. In regards to mods that may hit performance, Better Ruins is known to be more demanding, and I think Real Smoke has caused some issues although I am not sure. My friend and I had issues with Food Shelves once, I think, so that one may need to be checked. Overall, mods that add a lot of items are more likely to cause issues, than mods that just add a thing or two.

idk how to use the mem leak inspector 

i am on singleplayer 

also i might have found a part of the issue 
when blitzing through any part of the world things start being really laggy 
so chunkloading might be an issue
