Hello! Welcome to the forums! Unfortunately I don't think there is a way in-game to do it. I've seen mods create a new tab in the chat window, but I don't think I've seen a way for the players to do it manually.

Thank you. Must be either a client or server mod. I'm thinking server because local is instantly granted on a few servers I know. but not most.

Welcome to the forums! To my knowledge, the vanilla game doesn't support this...yet. Maybe some day. I think there's a mod or two that may allow it though.
