Cave Ins won't work on my server

Hello everyone!
Im hosting my own server on my home server on version 1.21.5.
On Startup, Cave-Ins were not enabled, and i went to fix that.
however, even after enabling Cave ins, rock instability wont show up, and no cave ins occur.
i tried:
using the command "/worldconfig CaveIns on" and restarting the server
manually changing the "serverconfig.json" file (screenshot attached)
and still, no cave-ins.
please help!
