New player here, ive been having huge fps drops no matter what preset im on. My fps drops from around 300 to 20-10 fps after i look or move around a little bit then pops back up when for a little bit when i tab out or open the inventory 

My spec are 

Ryzen & 5800x (3.8ghz)

32gigs ram 

4060ti 8gig

windows 11 

Ive tried some fixes ive found on this forum and nothing seems to work, including changing my nvidia control panel settings. 

seems alot of people with ryzen 7s are having stuttering and fps issues

Welcome to the forums! Have you tried limiting your max FPS? If you are using mods, you may also want to try disabling them and see if the issue persists in vanilla, just in case there is mod interference going on. If you're running other programs in the background while playing you might check them as well to make sure they aren't interfering either; otherwise the only other thing I can think to check is making sure the game is recognizing the correct graphics card, should your machine happen to have more than one.

I have i ended up limiting it to 120 and turning off AO+Smoothlight,FXAA,Wavingfoliage,Foam and shiny effect and bloom and it still drops bellow 10 fps then jumps back up to 120

The game is recognizing my 4060ti and the only programs i have running are discord, mis afterburner and geforce experience

Weird. Is there any consistent circumstance it does this? Looking at specific objects, opening menus, etc?

Unfortunately I don't have any other ideas outside of perhaps submitting a bug report and seeing if one of the devs can help. AMD processors seem to be a common denominator with issues like this, but there doesn't seem to be any consistent cause or fix that I've seen.

Do you have any other applications running that might use your GPU?
What does you GPU utilization and temperature say?
Maybe something like Wallpaper Engine?

It also doesn't seem to be the fault of only the Ryzen 7 processors, as I'm playing on Fedora 43, Plasma 6.5, Ryzen 7 9800X3D and RX 7900 XTX with 64GB of RAM and it's running buttery smooth with 240 FPS (280 w/o vsync) at 1440p with no stuttering whatsoever. Might be a fluke with the combination of NVIDIA and AMD, or maybe just the OS that doesn't handle some things well?
