I created a 25k sp world, but when going to Tobias, his cave is 5/6 past the hard cut-off, and throwing myself into Creative, only one small storeroom is there, he's not. 

Am I simply unable to continue, as I don't think I can spawn him in to continue the story. Anyone have any suggestions??

You could try regenerating the structure somewhere else, though I'm not sure of the command to do so, or whether that would even work. 

This does seem like a bit of an oversight though, in that while it's possible for players to create unplayable worlds there's usually warnings to accompany those settings. I would definitely recommend reducing the distance between story locations next time you reduce the world size like this though.

I actually did that, planning on the smaller world size, but still riiight on the edge.

However, thank you Wiki! There are instructions on how to respawn entire quest zones, so I moved a bit further inwards on my map and simply respawned the entire area! And low and behold, the man himself was there.

Hmmm...in that case I would add a little extra wiggle room at the world border next time. There's a similar principle when designing art for a print job--you want to leave a little bleed space around the edge of the design to account for any irregularities during the printing. Without the bleed, the image is likely to end up with slivers of white near the edges after printing, and not look as good. That's probably what happened here; the distance calculations likely don't account for the full boundaries of the story structures, making it easy to cut part of the structure off if the world boundary is right at maximum possible distance for the furthest structure.
