I had this problem before and didn't know what to do. Luckily, someone in the forums knew how to help. I solved this problem through going into Task-Manager and closing all Vintage Story applications, and then just opening the game again. Apparently, some application of Vintage Story was running in the background, which stopped me from opening the world and showing the same red text you got there.

Welcome to the forums! In addition to what @C_Man already said, make sure that you have all the dependencies for the mods you're trying to run. It looks like Medieval Expansion is having issues due to a missing dependency, or perhaps a mismatch between mod version(s) and game version.
