Forum design change/bug question

Hello, did the forum design change? I could have sworn it looked different before. Or is it a bug on my end? Here is the screenshot of how my forums look like now.

Funnily enough after posting this the issue fixed itself :^)

Which is doubley funny/strange because I had this issue for at least 4 days

So basically the background picture was missing. Maybe it didn't load properly, I dunno. But now it's back

For the few times I’ve used the forum so far, I’ve noticed it tends to behave like this occasionally, though I’m not entirely sure why. (Anyway it doesn't seem like a real problem so I just reload until it works ).

Right now I’m having trouble uploading a profile picture, the page just doesn’t seem to accept any of the formats it asks for. I’ve tried JPEG, PNG, and others, but nothing has worked so far. 

So if anyone knows how to help me, I’d be grateful!

Make sure the file size is appropriate for upload--if the file is too big the upload will be rejected.

I don't think it's the file size. Here is the screenshot of the error:

Maybe I'm missunderstanding something about the process of uploading the file.

I'm having this exact issue too, very strange
