Is there a way to get a dedicated server to serve it's mods to clients directly, instead of through ModDB?

Basically, a friend wrote a simple JSON that adds like two recipes for firewood from quarter logs and I wanted to put it on the server.

It seems as though the server only downloads mods for people from the ModDB and doesn't serve them directly. Is there a way I can get my server to serve them directly? It's just not a mod worth really uploading, all things considered
