I wanted to try a playthrough with a colder climate, colder than starting on cold, not as cold as starting in arctic. I selected starting cold and lowered global temp to cold and it gave me roughly the climate I wanted. My problem though is that I can't even start surviving as there is no flint nor rocks spawning anywhere, even on gravel, so I can't make even the most basic of tools. Is this intended game behavior or a bug?

Hello.

This is an intended behavior and not a bug. I'm not 100% certain how flint generates, but loose stones have a minimum average temperature condition to spawn of -2°C, which is already in the range of the cold climate start, and flint probably generates among these patches during the creation of the map.

v1.17 added "Arctic Supplies" cracked vessels that drop flint, stone, clay, and various plant material.

I wonder what exactly prompts the generation of this type of cracked vessel -- is it the same conditions that prevent stone & flint from spawning?

Definitely not, that preset is still too warm for Arctic Supplies to generate. I get regular ruins with regular vessels only.

Oh, man! That really sucks.

In that case, I would definitely bring this to the attention of the devs via the issue tracker.

Clearly they intend for those handicapped by the absence of stone/flint to be compensated by means of the specialty vessels. Therefore they must not be aware that custom settings such as you've used nether generate stone/flint, nor the specialty vessels.

It does generate even on the pole, bet rarely. You can mine stone by hand from ruins (cobblestone), from caves, there are big rocks sometimes and pillars, you can break them by hand

Surface flint too. Under it should be more flint in some rock

The problem is that surface flint does not generate. Getting rocks from cave boulders have been hard since I'm a chicken and avoid caves till later in the game, but it is one thing I've been doing if I could spot any close to the entrance. Getting rocks from ruin chiseled blocks is also what I've done. The problem with those solutions is that they limit a lot my supply of rocks and sometimes it takes generating a few worlds to spawn in an area or relatively close to an area that actually has the surface rock be something that can be knapped.

Flint in the north generate only above flint deposits in a reck as far as i know, so surface flint in polar regions should be only ir areas with sedimentary rocks
