Allow spur gears to be placed on transmissions

I assume many changes are planned for spur gears but allowing this small thing would be a good intermediate step towards improving them in my opinion.

Many things are missing or lacking in the mechanical department - the inability to place certain things directly to "not axle blocks but function as those" things like transmission, brakes and clutches is one of those, the inability to place certain things in other rotations (like the large gear being pointlessly limited to just upwards facing) another.

So yes, please let us actually build nice mechanical contraptions.

Spur gears seem to be work in progress, so using them right now will most likely be a pain. I used them once, but it was janky, and I'm pretty sure we're waiting for an update for them.
